Grib2 is more complicated than grib1 and many methods of reading and writing grib2 have become more complicated.  Since we should be thinking about science rather than the grib routines, the interface for grib I/O should be at a high level and simple to use.  With the wgrib2api module, reading and writing is simplified to only requiring 4 functions.  HPC support is done with 3 more functions which are used to transfer of program and subroutine buffers.
