Subject:        Changes to 3DVAR/OI/SSI-Data Preprocessor
                (September 21, 1998 Version -- UPDATE # 2)

The September 21, 1998 version of the data preprocessor program
(PREPDATA) was updated for the second time.  UPDATE #2 was
implemented on 1200 UTC 14 October 1998.  Except where noted, the
changes below affect all three versions, 3DVAR, OI, and SSI.

I.  OPERATIONAL CHANGES SPECIFIC TO A DATA TYPE

   A.  CHANGES TO GOES SOUNDING DATA PROCESSING

     1) External subroutine W3UNPKB7 modified to correct error in
Cat. 8 GOES data processing when fewer than nine "levels" are
present.

   B. CHANGES TO ERS SCATTEROMETER DATA PROCESSING     

     1) Added seconds to decoded report data in external
subroutine W3ERSUNP (only used in prints of report data).
