The Eta-12 parallel system is being used to run a test with
these changes to the Eta 3DVAR analysis:
- Surface temperature data over land are excluded
- Corrected an error which caused different amounts of radar wind
to be selected, depending on the number of processors.
- Added an an additional namelist
parameter, delhour_sfc, which sets the time window for surface data.
Its default value is .1, which limits the window to +/- 6min.
