Implemented 12Z 26 Spetember 2000:

ETA only:  GOES radiances are now processed over ocean (only),
while GOES layer PW retrievals are now processed only over
land.  [Namelist switch GOESRD switched from FALSE to TRUE, and
switch ISATLS(21:30) changed from 0 to 2, and switch JSATLS(21:30)
changed from 0 to 1.]

ETA only:  RTOVS retrievals replaced by 1B radiances.  [Namelist
switch TOVBFR(1) changed from TRUE to FALSE and TOVRTV changed
from TRUE to FALSE.]
