Implemented 10Z 29 July 1998:

All normally operational satellite wind types from GOES 10 are now
being assimilated by the analyses.  They are no longer flagged.
[GOES-10 layer PW retrievals, if present, continue to be flagged
with q.m.=15 and are not assimilated by any operational analyses.]
