Implemented 12Z 15 April 1998 in OI and 12Z 17 April 1998 in 3DVAR:

TOVS satellite soundings will no longer be processed over land
(not used by OI or 3DVAR anyway). [Namelist switch SATLND(1:10)
changed from TRUE to FALSE.]
