OLR climatology
This page presents a monthly mean climatology of top of the atmosphere outgoing long wave radiation (OLR) averaged over 1979-98. It is based on satellite observations of OLR. Some uncertainty exists because of biases in the instrument and sampling, but I believe it is on the order of a few Watts/m2.
